
Dr Charline Mulindahabi is currently the Director General of Rwanda Management Institute, a post she occupies following her Cabinet appointment on 15 July 2020. Her role as Director General includes, among other responsibilities, coordinating the overall functioning of the RMI in accordance with its mandate and ensuring the implementation and monitoring of its programs in line with Government goals.
Prior to her appointment, Dr. Mulindahabi was a senior lecturer at the University of Rwanda, where she headed the Department of Political Science and International Relations in the School of Governance.
Dr. Mulindahabi started teaching in the former National University of Rwanda in 1999 in the department of public administration of the former faculty of SESG (Sciences Economiques, Sociales et de Gestion). Since 2003, after completing her Masters in Public Administration (MPA) in the University of Western Cape (South Africa), she has been teaching courses and modules related to public administration, public policy and decision-making, as well as governance and leadership. She obtained her PhD in Peace and Development Research in October 2015 from the University of Gothenburg in Sweden. Her PhD thesis is entitled: Obedience Troubled? Exploring Meanings of Obedience in the Post-Genocide Rwanda.
In addition to her managerial and teaching experience, Dr. Mulindahabi has extensive research experience, and her research interests include public policy-making, governance and leadership, peace and conflict management, and development.

Mr. Vincent de Paul Nshimyumuremyi is currently a public servant in Rwanda working for the Rwanda Management Institute (RMI) as Principal Senior Training Coordinator. Before his appointment, Mr. Vincent de Paul has served as an independent Management Consultant majoring in the institutional capacity reforms and development of public, private, parastatal and nongovernmental organisations both in Rwanda and in the region after serving the University of Rwanda as a faculty for a decade.
Mr. Vincent de Paul is a graduate of Maastricht School of Management (Netherlands) and University of Turin (Italy) respectively in management and public procurement management. His areas of expertise include general management, Finance, Banking and Public procurement management. He is a COMESA recognized trainer of procurement and trainer of African Association of Business Schools (AABS) in teaching the practices of management and a member of PMI, USA.
His new role involves but not limited to initiating, planning and coordinating all training activities of public, private and civil society organisations at RMI fostering the research based trainings to address the skills gaps and professionalization of the workforce in Rwanda.
