1. MODULE OBJECTIVES:

The learning objectives of this module are:

  • An introduction to the concepts of nutrition and malnutrition and why these concepts matter
  • An improved understanding of multisector programming approach for social issues
  • Applying the bottleneck analysis in understanding the nutrition sector at district and national level
  • Understanding the relevance of equity and gender in addressing malnutrition
  • improved understanding of evidence and result based planning  
  • Increased understanding the public budget processes in central and decentralized public entities
  • Be able applying Result based Management Principles in to Monitor, Evaluate, measure performance, report and audit nutrition issues

2. MODULE BRIEF DESCRIPTION

This module was developed basing on RBM and Public Financial Management (PFM) principles and will serve as a tool to enhance skills to service providers and other stakeholders in planning, coordination, monitoring and evaluation at district as well as national level to improve their capacity in terms of multisector coordination and national/sectoral planning and budget processes as well as M&E with a focus on nutrition. This will help to ensure that decisions are based on evidence and that nutrition interventions make positive impact. Three main sectors are targeted and those are planning, health and agriculture.

4. TARGET AUDIENCE:

National level: This category includes staffs from the National ECD Programme (NECDP) who are mandated with improving coordination and ensuring implementation of nutrition and ECD activities. Further includes staff from MINALOC and/or LODA involved nutrition or ECD related activities (e.g. the child sensitive grant).

District level: This include staff involved the District Plan to Eliminate Malnutrition Committee (DPEM Committees) and/or in district level planning, budgeting and M&E: including:

  • Director of Planning and M&E
  • District planning and M&E officer or Statistician
  • Gender officer
  • Director of Health
  • District Community Health Officer
  • Hospital Nutritionist (s)
  • Hospital in charge of community health workers
  • Director of Agriculture
  • District agronomist
  • District ECD focal point
  • District WASH focal point/hygiene and sanitation officer
  • Social affairs/Sector level
