1. MODULE OBJECTIVES:

This module is intended to strengthen the capacity of public servants in developing effective Project planning, project implementation and M&E systems during project management cycle.  Specifically the module seeks to;

  • Making learners understand what project is meant to do and what it is meant to deliver.
  • Strengthen participant’s knowledge on the scope, timescales, cost and quality of a project
  • Strengthen participant’s knowledge of the scope of M&E during project planning and implementation.
  • Share with participants measurement tools and approaches used to project planning, project implementation and monitoring and evaluation of  projects

2. MODULE BRIEF DESCRIPTION:

It is estimated that around 64% of development projects fail to achieve their intended objectives according to a 2012 study done by the Mckinsey group and Devex.  The reasons for high failure rate said to be; structural/contextual issues, 2) institutional/sustainability problems and 3) managerial/organization problems -Project management institute. Ineffective management of projsct cycle is central to the problem. Increasing a critical mass of professionals with solid knowledge of the management best practices can mitigate the problem. Strengthening the capacity of those at heart of projacts can go a long way in ensuring that projects implemented in Rwanda achieve greater impact. The government of Rwanda’s results oriented approach to development planning and implementation requires strong management approach to not only generate evidence about what works and what does not work but also generate lessons for decision makers. This module tries to develop skills needed for managing projects to reduce delays and failures.
