1. MODULE OBJECTIVES

The general objective of this module is to equip learners-participants with skills and knowledge related to Land and Environment Management in order to enable them get involved in land and environmental policy implementation and management. To get skills and ability for analyzing the social relationships and human impact upon the land and environment in general and making the students of this University to become real cadres of change for better life (at individual, family, community, national and international levels) so as to assure sustainable development of Rwanda in particular, sub region and the World in general.

Specifically having successfully completed the course, students should be able to:

  • Know and understand basic concepts and importance of land and environment management.
  • Demonstrate broad knowledge of the history of the land question environmental management problems all over the world in general, in africa and in Rwanda in particular;
  • Explain land and environmental management process in Rwanda;
  • Understand efforts made by the countries including Rwanda in addressing land and environmental problems, related policy development and implementation
  •  Understanding and explaining the constraints related to the rapid environmental degradation in developing countries;

2. MODULE  BRIEF DESCRIPTION

The module comprises two parts. Part one deals with Land management and Part 2 deals with Environment management. In the first part the module starts with defining the concept of land management and related concepts, its importance and its place in sustainable development. Then, the institutional and Legal Framework for Land Management and Land reform in Rwanda is reviewed, as well as the genesis of the land problems and land management worldwide and in Rwanda. The first part ends by discussing the Land reform and its implementation challenges in the post-genocide Rwanda.

In part 2, the module deals with environmental management worldwide and in Rwanda. The module provides how a deep understanding of the concepts of environment, environmental management, ecosystem, ecology, biodiversity, biosphere, biome, etc. Then, environmental problems, their causes and effects on biosphere and biodiversity are reviewed and analyzed. The world efforts to address environmental problems including pollution, global warming and others will be analytically discussed. Lastly, environmental problems in Rwanda and the policy process to address them will be discussed.

4. THE TARGET AUDIENCE

This module is designed for public and private servants, all stakeholders involved in land and environment policy implementation in both public and private organizations. These include mainly Land Management Officers (LMO) at the district and sector levels, staff in charge of social affairs in local administration and any other personnel of the stakeholders in land and environment policy process.
