Dr. MULINDAHABI Charline

Director General

 

Dr. Charline Mulindahabi is the Director General of the Rwanda Management Institute (RMI), a position she has held since July 2020. In this role, she oversees the strategic direction and overall functioning of the institute, ensuring its capacity-building programs align with national development goals and public sector priorities.

Before leading RMI, Dr. Mulindahabi spent over two decades in academia. She was a Senior Lecturer at the University of Rwanda, where she also served for four years as the Head of the Department of Political Science and International Relations within the School of Governance. Her academic career began in 1999 at the former National University of Rwanda, specializing in public administration, public policy, decision-making, and leadership.

An accomplished researcher, Dr. Mulindahabi holds a Master’s in Public Administration from the University of the Western Cape (South Africa) and earned her PhD in Peace and Development Research from the University of Gothenburg (Sweden) in 2015. Her extensive research interests span public policy-making, governance, peace and conflict management, and regional development.

Mr. GATARI Eugene

Principle Senior Research and Consultancy Coordinator

Eugene N. Gatari is the Principal Senior Coordinator for Research and Consultancy at Rwanda Management Institute (RMI). He coordinates the institution’s research and consultancy initiatives including implementation of recruitment consultancy services of public servants. He also provides support on policy advisory services to the government on matters pertaining to capacity building and strengthening of public servants. 

Eugene is a former Fulbright Peace and Justice Scholar from Joan B. Kroc Institute for Peace and Justice (USA). He holds a Bachelor of Arts in Political Science from Makerere University, a Master's in Public Administration (MPA) from Harvard University and a Master's in Peace and Justice studies from the Joan B. Kroc Institute for Peace and Justice, University of San Diego in California. He was an Edward S. Mason Fellow at Harvard’s John F. Kennedy School of Government.

Mr. NSHIMYUMUREMYI Vincent De Paul

Principle Senior Training Coordinator

 

Mr. Vincent de Paul Nshimyumuremyi is a seasoned capacity development and management professional currently serving as Principal Senior Training Coordinator at the Rwanda Management Institute (RMI). He brings extensive experience in public sector capacity development, higher education, management consulting, and organizational performance improvement.

Prior to joining RMI, he served as a university lecturer for more than a decade, during which he held several academic leadership positions, including Head of the Department of Finance and Head of the Department of Banking. Throughout his academic career, he championed entrepreneurship development initiatives, notably the Student Training for Entrepreneurial Promotion (STEP) programme and the Goldman Sachs International Women’s Entrepreneurship initiative, fostering entrepreneurial skills, innovation, and business development among students and aspiring entrepreneurs.

As an independent management consultant, he has supported institutional reform and capacity development initiatives in Rwanda and across the region. His consultancy work has focused on strengthening organizational effectiveness, enhancing institutional capacity, and promoting sustainable development outcomes.

He holds postgraduate qualifications in Business Administration from the Maastricht School of Management and in Public Procurement Management for Sustainable Development from the University of Turin. He is a COMESA-certified Procurement Trainer, an accredited trainer with the African Association of Business Schools, and a member of the Project Management Institute.

At RMI, he leads the design, development, and coordination of capacity-building programs for public, private, and civil society organizations. His work focuses on professional skills development, workforce professionalization, leadership enhancement, and institutional performance improvement, contributing to the achievement of national development priorities.
